Top EB-5 Regional Centers

If you’re viewing this article, you are probably either a prospective EB-5 immigrant investor or an immigration consultant / agent that is researching what the top EB-5 Regional Centers are so that you or a client can receive a US green card while making the most secure investment possible.  Our experience has been that most Regional Centers that are still around are pretty good at what they do and likely to succeed.  However, there have been lots of Regional Centers in the past that are no longer around and failed.  And, when Regional Centers fail on a project, they fail incredibly big.  Dozens if not hundreds of EB-5 investors not only lose their $800,0000 – $1,050,000 investment, but they usually don’t get a green card either.

#1 – American Lending Center

American Lending Center (ALC) operates multiple Regional Centers throughout the United States which covers all 48 contiguous states.  ALC has fully financed 80+ EB-5 investment projects in 19 different states with EB-5, contributed to a combined construction budget of over one billion dollars, and successfully created more than 12,000 full time jobs nationwide which is pretty impressive to say the least.  Even more impressive is that ALC has a 100% project completion rate and a 100% approval rate for all immigration petitions filed.  For this reason, ALC is #1 on our list.

#2 – Manhattan Regional Center

The team at Manhattan Regional Center is one of the sharpest, kindest group of people that I’ve met in the EB-5 space.  Their COO Alvin Wong especially is dynamite and has an especially good grasp on the Southeast Asia market including everything from Hong Kong to mainland China to Taiwan to Vietnam and beyond.  The Manhattan Regional Center received its approval from the United States Citizenship and Immigration Services (USCIS) in 2011 and they really focus on their core values of transparency, experience, and success.  Some of their current projects include a $98.4M EB-5 raise for their Manhattan 11th Avenue Marriott Tribute Portfolio Hotel Project in upper Manhattan and a $254.9M EB-5 raise for their 2 tower Utopia Living Residential Project in Queens, NY.

#3 – HomeFed

Number 3 on my list primarily does residential real estate development.  One of their current projects that I think is super interesting is a $900M residential build in Chula Vista, CA near San Diego called “Côta Vera“.  I have several brothers-in-law that are surfers and live in California, and this truly is a remarkably beautiful neighborhood and community that is being built.  It sits on 868 acres and will have 2,700+ homes and 2,100+ apartments.  One thing to look for in Regional Centers when you are trying to reduce your risk is how far along various projects are.  This one already has quite a few homes built and is in the later stages of overall development.

#4 – EB5 United

One of the things that has impressed me about Brennan Sim and the rest of the team at EB5 United is their ability to deliver on their promises even when issues arise during the construction of various projects.  EB5 United is tenacious and does what it takes to make sure that their projects succeed.  The 2 current projects that EB5 United is focusing on are Yellowstone Club’s Big Spring Village Phase 2 in Big Sky, MT and Lakefront Estates & Villas Okeechobee in Glades County, FL.

#5 – GreenCardFund

Coming in at #5 on our list is GreenCardFund.  These guys are a bit smaller, but they’re working on some cool projects near the Grand Canyon, AZ as well as projects in Glacier National Park, MT and Yosemite National Park, CA.  If you’re looking to invest in an EB-5 project that isn’t in a city center and isn’t a strictly residential project, these would be some good ones to take a glance at.

What Are The Top EB-5 Investment Options

Here at Lead PPC, we are huge fans of the USICS EB-5 green card program.  In addition to working with close to 100 franchise brands, we actually own quite a few franchises ourselves.  And, in order to grow more quickly, we have started to partner with various immigrant investors via EB-5 Investment and E-2 Investment programs.

How Does An EB-5 Investment Work With Franchising?

About 99% of all EB-5 investments are made in large $50,000,000 – $1,000,000,000 projects such as infrastructure, hospitality, residential, and other types of real estate investment projects via what is called a “Regional Center”.  But, when these projects fail, they fail big.  Not only do the EB-5 investors lose their money, but they don’t even get their green card.  One of the EB-5 investors that we are working with currently chose to do a restaurant franchise with us instead because he had already lost $800,000 once with a large Regional Center and just wanted to invest in something that only required his investment, he could see, and could even potentially make him more money over time than just receiving a small interest return from the Regional Center.

An EB-5 investment into a franchise is known as a “Direct” investment because you’re not working with a Regional Center.  Essentially, the immigrant investor ends up putting in either $800,000 or $1,050,000 and if there are any other costs, it’s typically covered by the partner such as us that you work with.  In our case, we usually give the immigrant investor 25% ownership of the new company that we create together.  So, we’re partners.  And, we use the funds to build a franchised location that we’re all interested in.  The main thing that is important is that we don’t actually use all of the $800,000 – $1,050,000 to build the franchise but keep a decent amount of reserve capital in order to make sure that we 100% meet the requirement of maintaining 10+ employees over the initial 2 year period so that you get a green card for sure, regardless of what happens to the business.

But, we’re here for the long haul.  As much as possible, we try to re-coup the portion of the money that used to create the franchise within the first 1-2 years.  And, from there we seek to create a solid recurring revenue situation where we all earn a consistent cash-flow based off of the revenue and profits generated from the franchise itself.  After you receive your green card, we can have a discussion about either buying you out so that you get your money back with a return over a certain amount of time or continue to be partners together with the existing business and even expand into other locations if desired.

What Is An EB-5 Franchise

Each year the United States government gives out 10,000 visas to immigrants who meet a certain set of investment criteria.  One of the investment options is EB-5 Franchise, meaning an immigrant investor can use the funds to invest “Direct” or directly into a business entity such as a franchise as opposed to going through a “Regional Center”.  The primary criteria for a direct EB-5 franchise investment are as follows:

1. Invest $800,000 or $1,050,000 into the franchise
2. Own at least 25% of the franchised business
3. Hire an average of 10 employees over a 2 year period

Regardless of whether the business is profitable or provides a positive return on investment, the immigrant investor will receive a US green card that never expires.

Why Choose An EB-5 Franchise Investment Instead Of Using a Regional Center?

The most common type of EB-5 investment is for the immigrant to invest via a Regional Center.  The most common types of investments are infrastructure, hotels,  assisted living facilities, large residential housing facilities, vacation rental properties, and other types of real estate investments.

If you go to an EB-5 conference or event, for the most part you will be hearing pitches from Regional Centers that have around a 100% success rate in immigrants receiving a green card as well as investors in general getting between 30-100% of their investment back.  But, for every successful Regional Center that you meet, there are tons of other Regional Centers that failed and are now out of the picture.

Case in point.  One of the EB-5 investors that we are building a restaurant franchise with spent $800,000 on a Regional Center and he not only lost 100% of his money but he didn’t even get a green card because the investment flopped and didn’t hire enough employees to meet the minimum federal mandate.

So, on his second attempt, he decided to go with us and just build a restaurant franchise with plenty of additional capital reserves so that even if the restaurant doesn’t succeed (which it should), he will at least get his green card.  And, best case scenario, he will not only get his money back but make many times the amount of money that he would over the next 5-10 years from profits generated from the restaurant.

I’ve had many agents tell me that they specifically target investment opportunities that are as small as possible.  Some agents won’t even work with Regional Centers on projects that are over $50,000,000 because the likelihood of failure is so high.  In general, the smaller the overall investment amount, the more likely it is to actually launch and succeed within a shorter time frame.  The bigger the deal, the more likely it is that somewhere something breaks and then you’re left as one of the last people who gets their money back, oftentimes without a green card.

What If I Don’t Have $800,000 To Invest In EB-5?

The next best option to EB-5 is going to be E-2.  Typically with an E-2 investment in a franchise, you’re going to spend between $100,000 – $400,000 (although you can spend more than that if you like).  The big difference is that an E-2 visa is different than the one that EB-5 investors receive because it has to renew about every 2 years or so.  And, the business you invest in has to survive.  So, if 10 years down the road the business fails, then within around 2 years, your visa will expire and you’ll need to figure out another way to stay in the United States (such as launching another E-2 funded business).

There are some benefits however in an E-2 investment over an EB-5 investment, namely:

1. You can invest as little as $100,000 instead of a minimum of $800,000
2. You must own at least 50% of the franchised business
3. No requirement for number of employees that must be hired

So, if you choose the right franchise to invest in and the right American partners (such as us), you can save yourself somewhere between $400,000 – $900,000.  And, you can potentially make much more money than you would from a typical EB-5 investment via a Regional Center.  For instance, many of the franchises that we’ve invested in get our initial investment back in as little as 12-18 months.  And, for years they continue to produce great returns without needing to be an owner-operator.
