Do Franchise Ads Fall Under Meta's Special Ad Categories?

Meta's financial products and services list does not name franchises. Financing offers, investment framing and hiring ads can still pull a campaign into a special ad category.

Short answer: Usually not, but Meta does not say so directly. Meta's Financial products and services category, required for U.S. campaigns since January 21, 2025, lists credit, loans, banking, investment services, insurance and payment products. Franchises and business opportunities are not on the list. An ad that promotes financing for the franchise, or pitches the franchise as an investment product, is a different matter.

What does Meta's Financial products and services category cover?

It covers ads that promote or directly link to a financial product or service offer, including credit. Meta replaced the old Credit category with this broader one and made it mandatory for advertisers based in the U.S. or showing these ads to U.S. audiences starting January 21, 2025. Meta says ads may be rejected if the right category is not chosen.

So where does a franchise development ad fit?

A standard franchise ad, "Own a [brand] franchise in your area, request our FDD," is selling a business, not a credit, banking, investment or insurance product, so on Meta's published examples it does not fall in the category. That is how we read it, and Meta has not published guidance that names franchises or business opportunities one way or the other. That gap is where things stand as of October 2026.

The ad's content decides it, not the industry. These elements can pull a franchise campaign in:

  • Financing offers. "We finance your franchise fee," "SBA loans available" or a link to a lender partner promotes credit, and Meta lists business loans and long-term financing as credit.
  • Investment framing. "Passive investment," "semi-absentee returns" or yield-style language starts to look like an investment service.
  • Hiring. Ads recruiting managers or staff for franchise locations belong in Meta's Employment category.

How should a franchisor decide which category to choose?

Decide based on what the specific ad offers, and document the decision. Our decision rule:

  1. Does the ad or its landing page promote a loan, financing, or credit offer? Choose Financial products and services.
  2. Does it present the franchise as an investment product with returns, rather than a business to run? Rewrite it, or choose the category.
  3. Does it advertise jobs? Choose Employment.
  4. None of the above? Run it without a special ad category, and keep a note of why.

If Meta rejects an ad for a missing category, Meta says you can request a review in Business Support Home. If the rejection holds, either add the category or remove the language that triggered it. Removing financing talk from the ad and covering it on the sales call is usually the better trade.

What targeting restrictions apply if you do declare the category?

Declaring the category limits targeting heavily. Per Meta's help pages, for advertisers based in or reaching the U.S.:

  • Age is generally fixed at 18 to 65+.
  • Audiences must include all genders.
  • No ZIP code targeting, and you cannot exclude locations; city, address or pin-drop targets expand to a 15-mile radius.
  • Some demographic, behavior and interest options are unavailable, and you cannot use detailed targeting exclusions.
  • Lookalike audiences and saved audiences are limited or unavailable.

For franchise development, the location limits matter most. You can still include only the states you are registered in, but you cannot carve out an unregistered state from a broader region. Did Meta restrict customer list audiences for these categories?

No. Meta announced in October 2024 that customer list Custom Audiences would be restricted for housing, employment and financial products and services campaigns starting March 2025, then posted that it will not roll out those restrictions. Meta also states its terms have not changed and advertisers remain responsible for compliance.

What does this mean for franchise lead generation on Meta?

Keep most franchise development campaigns out of the special ad category by keeping the creative about the business, not about financing or returns. That keeps age, interest and lookalike targeting available, which matters when you are looking for candidates with the liquid capital to buy a franchise.

Can I mention SBA loans in a franchise ad on Meta?

You can, but Meta lists business loans and long-term financing as credit, so an ad promoting loans should run under the Financial products and services category with its targeting limits.

Do these restrictions apply outside the United States?

The broader financial category requirement applies to U.S. advertisers and U.S. audiences. Credit ads also carry restrictions in Canada and many European countries listed on Meta's help pages.
